Active members of law enforcement explorer programs
Participants must be between 14-21 years old
Must be sponsored by a recognized law enforcement agency
Open to agencies across the United States
Up to 4 explorers per team (maximum 4 teams per agency)
Maximum 4 teams per agency for scenario competitions
Minimum 1 lead advisor required per agency/post
